I think there are grounds for recommending to the Treasury Col Caine's application for a larger pension than £600.
It would seem that the Treasury granted that sum as a special pension upon the recommendation of this office, and without any consideration what Col Caine had a right to receive, for in their letter of the 20th October they say that they have no power, in accordance with the Superannuation Act, to grant a pension at all in this case.
How it certainly appears that the 12th sec: of the Act 22 Vic cap 2, does empower the Treasury to grant a Pension calculated on Col Caine's salary, but including his time as Lt Govern... so calculated is about £540.
But besides it, there are two circumstances which might be pointed out to the Treasury.
